Using my Windows 10 laptop I have problems to close ESDR3 and RigSync properly. When i close and try to restart them, I get error message: There are other SDR3 (RigSync) instances runninng. I have to go to task manager to stop them before I can start them again.
I never saw this tiwh ESDR2.

When you close EESDR3, it does not really close the launcher (which goes back into the tray at the bottom right). So when you try to launch EESDR3 a second time, the launcher is still waiting in the tray and that is the reason you're getting the error message. If you want to re-start EESDR3, you should go into the tray at the bottom right and use that to start the new instance of EESDR3 and you won't get the message.
