here is a quick and handy reference to setting up SDR3 Remote.
Its located on the Software Download page, "ExpertRemote system (ERS) instruction"

It has everything required to set it up.

If you go to SOFTWARE downloads for SDR3 you will find the Remote download, SERVER Software (Starter), just below the ESDR3 0.9.0 alpha icon.

Is there transmit functionality already on the web client and EESDR software?

If you are asking if there is the ability to tx no it won't power on I have starter running and it shows the device trying to log in it says connected but clearly I'm missing something

What i mean is not just in your case, I mean in terms of the remote functionality of the ESDR3 remote/client server is it capable of transmitting already? Maybe anyone chime in on this.

Info from Roman:
ERS and ESDR3 are in the alpha state, they don't work seamlessly and have bugs.
We do not provide tech support for ESDR3 or ERS, at this point we only collect bug reports.
It's an open alpha test,
My coment:
The legacy remote ESDR2 works perfect !!! Untill you update the firmware then Legacy reomte will not work
I have revert to Edsr2 update 7 it was in update 9 that firmware was changed.

I've found that the remote really needs a pretty good internet connection to work. When it shows up and you click "Start", I usually do NOT turn the radio on immediately. I have to wait quite a while before the yellow "chain" turns green indicating that the radio is available. After that, I wait until I see some downloaded data in the rate indicator before I actually power it on. Only then do I successfully get the radio running. Apart from this quirk, it seems to work okay (RX only).

The answer to that question is "No". You still cannot operate any TX functions as of the Nov 3 version of EESDR3 and the existing starter software. Some will no doubt remind you that it is in in Alpha but as for TX ability, none yet in the current version of Alpha.
