Despite having such a complex problem - there always is a simple answer.
The mistake I have made is set the 'Indicators' parameter to display RMS power which will always be 1/SQRROOT(2) the PEAK power - so naturally I was unable to get the 100W as expected.
My I5 Laptop had the PEAK indicator setting so displayed the expected results
However - I totally forgot to change the Power meter settings in the other 2 PCs
Options > Disply > Indicators > Power meter: Peak
Hope my mistake and head banging against wall will help someone else who forgets to do the same.
