I've plugged the network cable directly into my Windows 10 PC and the SunSDR2 DX radio (I get a link light and I've tried another cable as well).
I've set the Ethernet Internet Protocol Version 4 (TCP/IPV4) Properties to use IP 192.168.16.200, subnet mask 255.255.255.0.
ExpertSDR1 Version 1.3.1 Update8 discovers the radio at 192.168.16.200, but says "Can't Connect to SunSDR2DX!".
I've tried several resets according to the manual and I've disabled the Windows Defender firewall and antivirus programs.
I tried to ping the radio and get "PING: transmit failed. General failure."

Any suggestions for further troubleshooting would be much appreciated.

Set the PC to a different IP address vs the radio, i.e. 192.168.16.155

Bingo! User error, I guess. I didn't understand that I needed to set the PC IP to a different IP. I got my LAN IP configured in the radio, rewired it to the LAN and verified all is working.
